The reason Margesi is an Amber zone is that all the nations want high technology to aid them against each other and will impound visiting starships if they are given the slightest excuse. As such the law level for visitors is very high and they will be watched and perhaps robbed by covert government agents if they blatantly display high technology goods. The lack of a gas giant in the system exacerbates this situation as a landing is hard to avoid...
They tend to pick on free traders as they are easier targets. They feel that 'acquiring' ships in the way they do makes them less dependant on external suppliers - they have been screwed by outsiders a few times in the past. Smallish fleets of militarised traders, and various cannibalised ones, maintained at local class-A starports with by the use of hired-in technicians.
