The Pirates game uses the Everway system, with characters being built on 22 points, divided in the normal way.
The only variation to the normal game is how the captaincy was decided. I allowed people to spend points on 'Crew Loyalty' as a power. When character creation was finished, I summed together the points everyone had spent on Crew Loyalty, and the points each dividual had spent on Crew Loyalty as a percentage of the total was the percentage of the crew personally loyal to that character.
So, for example, if one player character spent 1 point on Crew Loyalty and everyone else spent nothing on it, they would have the loyalty of one hundred percent of the crew and be captain. They would get the same result if they spent 10 points on Crew Loyalty and no-one else spent anything.
If one person spent 2 points on Crew Loyalty and another spent 1 point, then the first character would have the loyalty of two-thirds of the crew, and the other the loyalty of one third of the crew.
And so on. Any ties were decided by negotiation among the players involved, or failing that by tossing a coin.
