The United Nations Organisation is much the same as the UNO of the real world and like it operates from headquarters in New York City. However, the permanent members of the Security Council are somewhat different from those of the real world, consisting of :

The Chilean Empire has never been a member of the UN, another source of friction between it and the rest of the world.
Almost since its formation there have been political problems which have prevented the UN from operating as well as it might, especially among the members of the Security Council where there has not only been tension between the USA and the USSR as in the real world, but also between the USA and Minerva. However, Minerva has also never got on well with the USSR and China which has prevented the formation of a major anti-US block.
